I’ve recently had some issues with my Microsoft mouse driver on an HP laptop running Windows Vista.
Details (and a resolution) here, if you’re interested.
Funny, it just works on my Ubuntu laptop.

“My Microsoft Mouse Doesnt Install” is not a question.

Of course it isn’t. The way you typed it doesn’t have a question mark at the end. It doesn’t even express disbelief.
But anyway, I love you too, krat.

It irks me that Microsoft has STILL not offered a patch for this problem. When I updated Vista with the last service pack, it took me 1 hour to download it over a cable modem connection, and 1 hour to install it. And it didn’t fix the problem. At least misery loves company.

The thing is, it works just fine on several other Vista machines, but not on the ones that I loaded using the HP recovery CD. That makes me think that its an HP issue.
Did these instructions help you at all with your issue?
