I think that calling that a submarine is a bad assumption. Seeing as how there is a man standing next to the artifact who is approximately 6 feet tall. The only submersible vehicle that is that small is a DSRV (Deep Submergence Recovery Vehicle).
The only likely identification of the artifact is a missle, however, this looks more like a scud missle than a sub launched missle for the following reasons:
1.) Since the taliban or Northern Aliance is neither a superpower nor occupying large quantities of shoreline, it is unlikely that they would own a submarine because they need a place to dock it for restocking supplies and such
2.) The missle is most likely a Triton (American missle launched from an OHIO or like Submarine) that has been outfitted with a conventional warhead instead of the usual Multiple Nuc.
3.) The tip of the "missle" looks to be fabricated and modified by a computer.

That is just my two cents, a good idea to go by is that if the nation has Nuclear Weapons (Taliban does not) then the nation has subs. But the nation will not have subs if it does not have nuclear capabilities
