Yes, it would be dark in the room. If a photon escaped the apparatus, then the shield wouldn't be 100% efficient. And forgive the amateur criticism, but this is quite possibly the stupidest idea for a perpetual motion machine I have ever heard, despite the world's long, rich history of stupid ideas for perpetual motion machines.

Reminds me of the time a physics TA (later to become my boss) said in class:
"Well, think of it this way. Imagine the earth was a perfect sphere of uniform density and charge, and it was sitting on a perfectly flat massless, frictionless plain that extends infinitely in all directions. ... No, wait, that's a little contrived."
