When I bought my new system, I specified and paid for a 1.4 ghz Athlon XP.

Now, when I look in my sys info, it says I have a 1.04 ghz athlon.

Am I just retarded, or is something fishy here?

What is the reported CPU speed at bootup?
Also, on most recent motherboards, you can set the CPU speed in the BIOS. Have you checked the settings?

Ok. First, check your receipt to see what the store thinks they gave you. If they specified a 1.4 athlon, you'll have to check what chip you have.
The only way to do this is to remove the heatsink from the CPU and read what's printed on the chip.
Do this only if you are comfortable doing this. I heard a lot of stories about cracked CPU's, so be careful.
If you're not comfortable with removing your heatsink, bring it back to the store.

I have found that some mobo's are incapable of detecting the true speed on certain AMD chips.

First: Check the chip and see what is printed on there.

Second: If it says that it is a 1.4ghz, set it manually in your bios. Make sure you use the correct voltage settings, etc.

If your board isn't capable of manually being set, then get some insurance, accidentally torch your house, and collect on it as if it were a real 1.4ghz.
